Balancing cleaner air with rising incomes is not a luxury question for developing countries. It is a real-world, and real-life, policy problem that shapes health, jobs, and the future of their cities.



A new <a href="https://www.worldscientific.com/doi/10.1142/S0217590825500304" target="_blank" rel="noreferrer noopener">study</a> lays out when zero emissions can go hand in hand with steady <a href="https://www.earth.com/news/rising-temperatures-will-cut-world-gdp-by-a-staggering-40-percent-if-nothing-changes/">growth</a>, even when governments rely on foreign aid.



<h2 class="wp-block-heading" id="h-zero-emissions-and-economic-growth">Zero emissions and economic growth</h2>



The work comes from <a href="https://tus.elsevierpure.com/en/persons/hideo-noda" target="_blank" rel="noreferrer noopener">Hideo Noda</a> at the Tokyo University of Science (<a href="https://www.tus.ac.jp/en/" target="_blank" rel="noreferrer noopener">TUS</a>) with coauthor Fengqi Fang, a Ph.D. candidate in Business Administration from the Graduate School of Business Administration at TUS. 



The team builds a simple but testable way to check if a country can hit zero net <a href="https://www.earth.com/news/global-trade-is-fueling-a-dangerous-rise-in-methane-emissions/">emissions</a> while its economy keeps expanding.



They also verify the model numerically using real world style parameters so it is not just a chalkboard exercise. 



The paper connects theory to a specific United Nations target on decoupling growth from <a href="https://www.earth.com/news/limiting-global-warming-to-1-5c-is-almost-certainly-out-of-reach/">environmental damage</a>.



<h2 class="wp-block-heading" id="h-zero-emissions-models">Zero emissions models</h2>



First, the authors define a zero-emissions <a href="https://www.un.org/en/climatechange/net-zero-coalition" target="_blank" rel="noreferrer noopener">policy</a> as keeping net pollution at zero at every point in time, by matching abatement to emissions. That requires money, technology, and clear rules to assign who pays.



They run two versions of the economy. 



One is a public goods <a href="https://scholar.harvard.edu/files/stantcheva/files/lecture8.pdf" target="_blank" rel="noreferrer noopener">model</a> where government services like roads or schools lift private production for everyone at once, a standard growth <a href="https://www.journals.uchicago.edu/doi/10.1086/261726" target="_blank" rel="noreferrer noopener">model</a> introduced by Robert Barro in 1990. 



The second adds <a href="https://www.earth.com/news/where-will-climate-change-hit-hardest-global-index-reveals-vulnerability/">congestion</a>, where more people share the same public services so the boost per person shrinks.



<h2 class="wp-block-heading" id="h-minimum-income-rule">Minimum income rule</h2>



The key test is whether gross domestic product (<a href="https://data.worldbank.org/indicator/NY.GDP.PCAP.CD" target="_blank" rel="noreferrer noopener">GDP</a>) per capita rises above a minimum income threshold so a country can fully clean what it emits. 



The authors call this the kindergarten rule level of abatement, as in: “clean-up what you make dirty.”



"Following the Kindergarten rule means implementing zero emission technologies in either finite time or asymptotically," noted M. Scott Taylor and William Brock in their related <a href="https://www.nber.org/papers/w9597" target="_blank" rel="noreferrer noopener">study</a>. 



This frame anchors the new threshold concept for developing countries.



<h2 class="wp-block-heading" id="h-aid-supports-clean-income-growth">Aid supports clean income growth</h2>



Many low income governments fund services with official development assistance (<a href="https://www.oecd.org/en/topics/policy-issues/official-development-assistance-oda.html" target="_blank" rel="noreferrer noopener">ODA</a>), so the model lets outside aid pay for both cleaning and public services. 



That design reflects classic work showing how aid aimed at productive public services can shift long run growth.



In related <a href="https://www.sciencedirect.com/science/article/abs/pii/S0304387806000290" target="_blank" rel="noreferrer noopener">theory</a>, flexible labor and aid tied to public capital influence the path of output and welfare. The new paper extends this logic to pollution control that must be paid for every year.



<h2 class="wp-block-heading" id="h-changing-income-threshold">Changing income threshold</h2>



The threshold depends on clean technology, population size, and how much aid is fixed to environmental <a href="https://www.earth.com/news/expanding-oil-and-gas-fields-threaten-global-climate-goals/">uses</a>. Better abatement technology lowers the income bar because each dollar of cleanup removes more pollution.



Population matters differently across the two models. In the public goods case, a larger labor force can raise growth because services scale with the economy, while in the congestion case that scale effect drops out as services get diluted.



<h2 class="wp-block-heading" id="h-taxes-and-zero-emissions-targets">Taxes and zero emissions targets</h2>



The model also looks at tax policy, focusing on a labor income tax that finances services. 



There is a tax rate that maximizes the growth of income per person, and under both models governments can reach the needed income threshold in finite time if they choose that growth maximizing rate.



Public services that complement private capital are the link. When governments tax and spend on those services efficiently, private firms produce more and the <a href="https://www.earth.com/news/climate-action-economies-can-grow-while-cutting-emissions/">economy climbs</a> to the income level that makes full abatement feasible.



"Both models indicate that implementing the zero-emissions policy is compatible with sustainable economic growth," wrote Noda. 



They also show the kindergarten rule threshold is higher with congestion than without it, so crowding of public services slows the crossing.



"We call this threshold the kindergarten rule level of pollution abatement in terms of GDP per capita," wrote Noda. The result gives policymakers a clear income target, not just a slogan about decoupling.



<h2 class="wp-block-heading" id="h-income-growth-and-sdgs">Income growth and SDGs</h2>



Target 8.4 of the Sustainable Development Goals (<a href="https://www.undp.org/sustainable-development-goals" target="_blank" rel="noreferrer noopener">SDGs</a>) asks countries to decouple growth from environmental degradation. 



The authors argue their framework helps explain when that is possible in practice, and how policy levers change the timing.



The UN defines the <a href="https://metadata.un.org/sdg/8.4" target="_blank" rel="noreferrer noopener">target</a> as improving resource efficiency and decoupling growth from environmental harm through 2030. The paper’s threshold view fits that mandate with a concrete yardstick.



<h2 class="wp-block-heading" id="h-why-results-still-matter">Why results still matter</h2>



Earlier <a href="https://www.sciencedirect.com/science/article/abs/pii/S0959652621009112" target="_blank" rel="noreferrer noopener">work</a> in the same research stream focused on developed, innovation-driven economies and showed that zero emissions could be achieved alongside continued growth. 



That study examined whether sustained economic expansion could occur while also maintaining <a href="https://www.earth.com/news/a-net-zero-world-will-require-75-trillion-of-investment-and-1-billion-electric-cars/">zero net pollution emissions</a>.



The new paper shows the same compatibility can hold in aid dependent settings where innovation is not the main growth engine. 



That extension fills a real gap, because many low income countries face tighter fiscal and technological limits.



Build or buy cleaner technology so the threshold falls. Treat tied aid for environmental programs as a growth tool and not just a cost center.



Set tax policy to raise the growth rate of income per person, then sustain it long enough to pass the threshold. Guard against congestion by scaling services with population, so gains are not diluted.



The study is published in <a href="https://www.worldscientific.com/doi/10.1142/S0217590825500304" target="_blank" rel="noreferrer noopener">The Singapore Economic Review</a>.

The company has spent more than $7 billion to explore for oil in Alaska's Arctic waters, slogging through a years-long regulatory gauntlet and attracting spite from environmental groups who feared a spill in the Arctic's harsh climate would be extremely difficult to clean up and devastating to polar bears, walruses, seals and other wildlife.
Shell pushed forward in hopes of finding a big new source of future revenue and establishing expertise and a presence in the Arctic, which geologists estimate holds a quarter or the world's undiscovered conventional oil and gas.
The company also held the hopes of the state of Alaska, which has seen oil production and revenues decline sharply in recent years, and the U.S. oil industry, which looked to Alaska's offshore Arctic as the next source of oil big enough to keep the country among the top three oil producers in the world along with Saudi Arabia and Russia.
An Energy Department advisory council called for an immediate expansion in oil exploration in the Alaskan Arctic to avoid an increased reliance on imported oil in the future, in part because it would take more than a decade for oil in the Arctic to be discovered, developed, and brought to market.
But Shell, drilling to 6,800 feet about 80 miles offshore in the Chukchi Sea off Alaska's northwest coast and supported by a 28-vessel flotilla, just didn't find much.
"Shell continues to see important exploration potential in the basin, and the area is likely to ultimately be of strategic importance to Alaska and the U.S.," Marvin Odum, director of Shell's operations in the Americas, said in a statement. "However, this is a clearly disappointing exploration outcome for this part of the basin."
Drilling exploratory wells that find little or no oil, known as "dry holes" in the industry, is common, especially in formations that have not been explored much in the past.
But Shell's Chukchi failure is notable because it could have signaled the beginning of a push to unlock billions of barrels of oil from underneath the sea floor in the Artic at a time when scientists say the world needs to drastically reduce emissions of carbon dioxide from fossil fuel consumption in order to prevent catastrophic changes to the earth's climate.
Environmental groups, who had staged media campaigns aimed at tarnishing Shell's reputations and tried unsuccessfully to block Arctic-bound vessels with a string of kayaks, delighted in Shell's disappointment. "Big oil has sustained an unmitigated defeat," Greenpeace UK executive director John Sauven said.
Shell, which is based in The Hague, Netherlands warned investors yesterday that the disappointing well results would lead to a charge against its earnings for the third quarter. It didn't disclose the size of the charge, but it said the accounting value of the project is $3 billion, with another $1.1 billion in commitments to contractors. The company took charges of $2.1 billion in 2013 and $1.9 billion in 2014 also as a result of disappointing drilling results in the U.S.
In afternoon trading in London, Shell's share price was down 2.7 percent at 1,515 pence in a weak overall market. Shell's share price has fallen by around a third over the past year as oil prices have fallen by half, to about $45 a barrel.
Those weak oil prices are forcing oil companies around the world to cancel or delay new exploration projects, especially those in risky or high-cost areas. It was likely a factor in Shell's decision to abandon offshore Alaska, analysts say.

"If the oil price rises again and the well becomes economic, then it can try again."
The U.S. Geological Survey estimates U.S. Arctic waters in the Chukchi and Beaufort seas contain 26 billion barrels or more of recoverable oil in total. Shell officials had called the Chukchi basin "a potential game-changer," a vast untapped reservoir that could add to America's energy supply for 50 years.
Charles Ebinger, senior fellow for the Brookings Institution Energy Security and Climate Initiative, said in an interview that a successful well by Shell would have been "a terribly big deal," opening an area that U.S. officials say contains 15 billion barrels of oil.
Though countries are pushing for cleaner energy sources, analysts predict that the world will need another 10 million barrels a day between 2030 and 2040 to meet growing demand, especially in developing countries, Ebinger said.
"Areas like the Arctic are one of the areas that, if we're going to be able to do this, we need to examine," he said.
But Miyoko Sakashita, oceans program director for the Center for <a href="http://www.earth.com/news/animals-have-a-biological-switch-that-prepares-them-for-seasonal-changes/">Biological</a> Diversity, urged Shell not to try again.
"Polar bears, Alaska's Arctic and our climate just caught a huge break," Sakashita said. "Here's hoping Shell leaves the Arctic forever."

Volkswagen Faces Stiff Fines Due to Emissions Deception. Who knew about the emissions deception, when did they know it and who directed it?
Those are among questions that state and federal investigators want answered as they plunge into the <a href="https://www.bing.com/search?q=emissions&amp;cvid=ba7cffe909664e9d8aafccd88ceca072&amp;FORM=ANAB01&amp;PC=HCTS">emissions</a> scandal at Volkswagen that has cost the chief executive his job, caused stock prices to plummet and could result in billions of dollars in fines.
Legal experts say the <a href="http://www.earth.com/news/plant-diversity-is-declining-at-a-steady-rate-across-germany/">German</a> automaker is likely to face significant legal problems, including potential criminal charges, arising from its admission that 11 million of its diesel vehicles sold worldwide contained software specifically designed to help cheat emissions tests.
The Environmental Protection Agency has accused VW of installing sophisticated stealth software that enabled "clean diesel" versions of its Passat, Jetta, Golf and Beetle models to detect when they were being tested and emit less-polluting exhaust than in real-world driving conditions. The agency says the "defeat devices" allowed those models to belch up to 40 times the allowed amounts of harmful fumes in order to improve driving performance.
The Justice Department says it's "working closely" with EPA investigators.
"If there is sufficient evidence to show that Volkswagen intentionally programmed its vehicles to override the emission control devices, the company and any individuals involved could face criminal charges under the Clean Air Act, and for conspiracy, fraud and false statements," said David M. Uhlmann, a former chief of the Justice Department's Environmental Crimes Section who is now a law professor at the University of Michigan. He called criminal charges "almost certain."
But Uhlmann cautioned that hauling the executives involved into a U.S. courtroom could be challenging because much of the conduct at issue probably occurred overseas. While the U.S. has an extradition treaty with Germany, European regulators are also now investigating and could claim first dibs on prosecuting company officials.
It's not the first time Volkswagen has been accused of cheating on emissions testing by the EPA. In July 1973, the agency found that VW had installed temperature-sensitive devices that turned off emissions controls on about 25,000 Fastback, Squareback and bus models. The company agreed to remove the devices and eventually settled with the Justice Department, paying a $120,000 penalty.
CEO Martin Winterkorn resigned on Wednesday, and Volkswagen announced it would set aside $7.3 billion to cover the cost of the scandal, but even that may not be enough. The company has apologized, but has not yet detailed who was responsible for the defeat devices.
German media reported Sunday that Volkswagen had received warnings years ago about the use of illegal tricks to defeat emissions tests. Bild am Sonntag said VW's internal investigation has found a 2007 letter from parts supplier Bosch warning Volkswagen not to use the software during regular operation. Frankfurter Allgemeine Sonntagszeitung said a Volkswagen technician raised concerns about illegal practices in connection with emissions levels in 2011.
A Volkswagen spokesman declined to comment on the reports.
The Clean Air Act allows for fines of up to $37,500 for each of the 482,000 suspect VWs sold in the United States, potentially totaling more than $18 billion. Attorneys general for nearly 30 states and the District of Columbia have announced a coordinated investigation and said they are issuing subpoenas for company records. There's also a high likelihood of class-action lawsuits by angry VW owners.
"They're facing a tsunami of possible state and federal enforcement actions, and a potential large number of violations - including administrative, civil and criminal," said William Carter, a former federal prosecutor in Los Angeles who specialized in environmental crimes and served as general counsel of the California Environmental Protection Agency.
Investigators will almost certainly look for any false statements made to the EPA and for signs that VW has tried to conceal wrongdoing or obstruct regulators. Fraud charges could be considered if evidence emerges that company executives used the Internet or the mail system to carry out the emissions deception. And money laundering allegations will be explored if investigators suspect that VW sent illicit proceeds overseas.
"If a software package such as this were intentionally designed to defeat the emissions testing, there may well be email traffic, meetings, records that would establish that intent," said Gregory Linsin, a former environmental crimes prosecutor at the Justice Department.
But Linsin said he expected the Justice Department also to take into account the multiple investigations likely to take place worldwide, and to not punish the automaker in a way that jeopardizes its ability to stay in business.
The problems at VW come as the Justice Department faces growing pressure to prosecute individual executives and employees for corporate misdeeds. The last two major criminal investigations against auto companies - Toyota and General Motors - yielded massive fines over car safety problems but has resulted in no prosecutions of executives. Those outcomes dismayed consumer watchdog groups and grieving victims' relatives, who demanded better accountability for failure to disclose vehicle defects.
A memo this month by Deputy Attorney General Sally Yates sought to reaffirm the Justice Department's commitment to prosecuting employees and executives, directing among other policy mandates that corporations pushing for credit for cooperating with the government must first turn over evidence against individuals.
"Volkswagen has a fundamental choice to make," said Uhlmann, the former prosecutor. "That is whether it intends to cooperate and seek leniency, or whether it wants to fight the charges. Every indication over the last several days from Volkswagen is that it intends to cooperate."
Asked whether that meant he expected company executives to voluntarily come to the United States to stand trial, he laughed.
"Absolutely not," he said.

A Bon Jovi concert slated to take place in the capital city of Taipei on Monday was also canceled.

Local authorities issued land and sea warnings in anticipation of the storm. Plans to shut down rail service were announced and more than 200 international and domestic flights were canceled.

Weather forecasters expect Dujuan to weaken to the equivalent of Category 3 hurricane prior to making landfall. They expect 20 inches of rain to fall on mountainous areas throughout central Taiwan.

Taiwan Prepares for Super Typhoon Dujuan. Authorities in Taiwan evacuated thousands of people in anticipation of Super Typhoon Dujuan, which is expected to make landfall Monday evening.

The storm featured maximum sustained winds of about 114 mph with gusts reaching 141 mph. Dujuan's trajectory carries it just south of the capital of Taipei.

Volkswagen Faces Stiff Fines Due to Emissions Deception. Who knew about the emissions deception, when did they know it and who directed it?
Those are among questions that state and federal investigators want answered as they plunge into the emissions scandal at Volkswagen that has cost the chief executive his job, caused stock prices to plummet and could result in billions of dollars in fines. Legal experts say the <a href="http://www.earth.com/news/plant-diversity-is-declining-at-a-steady-rate-across-germany/">German</a> automaker is likely to face significant legal problems, including potential criminal charges, arising from its admission that 11 million of its diesel vehicles sold worldwide contained software specifically designed to help cheat emissions tests.
The Environmental Protection Agency has accused VW of installing sophisticated stealth software that enabled "clean diesel" versions of its Passat, <a href="https://www.bing.com/search?q=jetta&amp;cvid=62b74f2da3564475b8605eb7ec4ea686&amp;FORM=ANAB01&amp;PC=HCTS">Jetta</a>, Golf and Beetle models to detect when they were being tested and emit less-polluting exhaust than in real-world driving conditions. The agency says the "defeat devices" allowed those models to belch up to 40 times the allowed amounts of harmful fumes in order to improve driving performance.
The Justice Department says it's "working closely" with EPA investigators.
"If there is sufficient evidence to show that Volkswagen intentionally programmed its vehicles to override the emission control devices, the company and any individuals involved could face criminal charges under the Clean Air Act, and for conspiracy, fraud and false statements," said David M. Uhlmann, a former chief of the Justice Department's Environmental Crimes Section who is now a law professor at the University of Michigan. He called criminal charges "almost certain."
But Uhlmann cautioned that hauling the executives involved into a U.S. courtroom could be challenging because much of the conduct at issue probably occurred overseas. While the U.S. has an extradition treaty with Germany, European regulators are also now investigating and could claim first dibs on prosecuting company officials.
It's not the first time Volkswagen has been accused of cheating on emissions testing by the EPA. In July 1973, the agency found that VW had installed temperature-sensitive devices that turned off emissions controls on about 25,000 Fastback, Squareback and bus models. The company agreed to remove the devices and eventually settled with the Justice Department, paying a $120,000 penalty.
CEO Martin Winterkorn resigned on Wednesday, and Volkswagen announced it would set aside $7.3 billion to cover the cost of the scandal, but even that may not be enough. The company has apologized, but has not yet detailed who was responsible for the defeat devices.
German media reported Sunday that Volkswagen had received warnings years ago about the use of illegal tricks to defeat emissions tests. Bild am Sonntag said VW's internal investigation has found a 2007 letter from parts supplier Bosch warning Volkswagen not to use the software during regular operation. Frankfurter Allgemeine Sonntagszeitung said a Volkswagen technician raised concerns about illegal practices in connection with emissions levels in 2011.
A Volkswagen spokesman declined to comment on the reports.
The Clean Air Act allows for fines of up to $37,500 for each of the 482,000 suspect VWs sold in the United States, potentially totaling more than $18 billion. Attorneys general for nearly 30 states and the District of Columbia have announced a coordinated investigation and said they are issuing subpoenas for company records.
There's also a high likelihood of class-action lawsuits by angry VW owners.
"They're facing a tsunami of possible state and federal enforcement actions, and a potential large number of violations - including administrative, civil and criminal," said William Carter, a former federal prosecutor in Los Angeles who specialized in environmental crimes and served as general counsel of the California Environmental Protection Agency.
Investigators will almost certainly look for any false statements made to the EPA and for signs that VW has tried to conceal wrongdoing or obstruct regulators. Fraud charges could be considered if evidence emerges that company executives used the Internet or the mail system to carry out the emissions deception. And money laundering allegations will be explored if investigators suspect that VW sent illicit proceeds overseas.
"If a software package such as this were intentionally designed to defeat the emissions testing, there may well be email traffic, meetings, records that would establish that intent," said Gregory Linsin, a former environmental crimes prosecutor at the Justice Department.
But Linsin said he expected the Justice Department also to take into account the multiple investigations likely to take place worldwide, and to not punish the automaker in a way that jeopardizes its ability to stay in business.
The problems at VW come as the Justice Department faces growing pressure to prosecute individual executives and employees for corporate misdeeds. The last two major criminal investigations against auto companies - Toyota and General Motors - yielded massive fines over car safety problems but has resulted in no prosecutions of executives. Those outcomes dismayed consumer watchdog groups and grieving victims' relatives, who demanded better accountability for failure to disclose vehicle defects.
A memo this month by Deputy Attorney General Sally Yates sought to reaffirm the Justice Department's commitment to prosecuting employees and executives, directing among other policy mandates that corporations pushing for credit for cooperating with the government must first turn over evidence against individuals.
"Volkswagen has a fundamental choice to make," said Uhlmann, the former prosecutor. "That is whether it intends to cooperate and seek leniency, or whether it wants to fight the charges. Every indication over the last several days from Volkswagen is that it intends to cooperate."
Asked whether that meant he expected company executives to voluntarily come to the United States to stand trial, he laughed.
"Absolutely not," he said.

The company's decision to end oil exploration in offshore Alaska for the foreseeable future means the state must find another source to fill the 800-mile trans-Alaska pipeline and solve its economic woes, Gov. Bill Walker said.
"We need to get some oil in the pipeline, and we need to do it as quickly as possible and in the safest method possible," Walker said. He is suggesting the federal government open the Arctic National Wildlife Refuge to natural gas drilling.
The petroleum industry funds upward of 90 percent of state government. Declining oil production and low prices have left Alaska with a billion-dollar budget gap, and state leaders saw rays of hope in Shell's offshore prospects.
Confirmation of the estimated 15 billion barrels in the Chukchi lease area could have led to additional exploration by other leaseholders. And a transition to production - though a decade or more off - would have meant jobs, potential revenue and a source to replenish the trans-Alaska pipeline, now running less than one-quarter full.
Kara Moriarty, president and CEO of the pro-industry Alaska Oil and Gas Association, noted other companies holding leases in the Arctic were waiting to see what happened with Shell and will follow its lead.
"I haven't talked to anyone, but I have very low expectation that we're going to see any type of exploration or development in the Arctic anytime in the near future," she said.
She cited a loss of jobs as one of the biggest immediate effects in the state.
"At any given day during the project this summer, they'd have 600 to 800 workers and another 600 to 800 workers waiting to shift in and out, on a two-to three week rotation," Moriarty said. "So, I think in the short-term, it's loss of jobs, it's loss of investment."
Shell spent $2.1 billion on 275 Chukchi Sea leases in 2008 and $7 billion overall on Arctic offshore development. Before this year, the company last drilled off Alaska's northwest coast in 1991.
The exploratory well Shell drilled this month extended to 6,800 feet in 150 feet of water. It found oil and gas but not in commercial quantities that would justify additional exploration with two drill vessels, thousands of workers and a flotilla of 28 vessels supplied from a base 150 miles away in the community of Barrow.
A return to Alaska waters will depend, as always, on how drilling prospects compare to other areas, Shell spokesman Curtis Smith said.
"At any given time, we have a suite of investment options in our portfolio," Smith said. "Not all of them can be funded."
Today's oil prices were not a factor in the decision.
In an interview earlier this month, Shell USA President Marvin Odum said the company looks at projected prices at least a decade out.
Moving forward, he said, would hinge on finding a petroleum basin large enough to justify the enormous cost of a transition to development: Arctic-strong production platforms, undersea pipe to the Alaska coast, and an overland pipeline connection to the trans-Alaska pipeline.
The well results were a major driver in the decision, Smith said, but the regulatory environment also was a factor.
"It's our view that the current permitting system brings very high levels of operating uncertainty to offshore Alaska planning," he said. "Under normal circumstances, an exploration program like this one should have taken significantly less time."
Federal regulators are preparing to issue Arctic-specific exploratory drilling regulations, crafted in the aftermath of the Deepwater Horizon disaster in the Gulf of Mexico. One expensive provision is a requirement that two drilling rigs be on hand. If one is destroyed in a blowout, the second could drill a relief well.
Environmental groups were ecstatic with Shell's announcement. They contend the risk of a major spill is too great to allow Arctic offshore drilling.
Industrial activity, they say, will harm polar bears, walrus and ice seals already affected by diminished sea ice.
Burning the U.S. Arctic's oil reserves, estimated by the U.S. Geological Survey to exceed 26 billion barrels of conventionally recoverable oil, would add to climate warming and further delay a transition away from fossil fuels.

Dujuan is also expected to hit the southeastern Chinese coastal province of Fuijan on Tuesday. Its winds should be diminished by that point, but torrential rains will still pose a threat to the region.

Climate Change Affects Birth Weight of Babies. Stronger storms, higher tides, longer droughts and lower birth weights -- global warming's rap sheet continues to get longer and longer.

According to a new study, expecting mothers in Africa who are exposed to higher temperatures and less precipitation tend to birth infants weighing less.

Researchers from the University of Utah analyzed the birth weights of 70,000 infants born in 19 African countries between 1986 and 2010. They cross-referenced birth weights with weather data from the estimated time of conception through birth.

The evidence showed that the greater the number of the days with a temperature over 100 degrees Fahrenheit, the more likely the baby was to be born with a low birth weight -- defined by the World Health Organization as less than 2,500 grams. Additionally, analysis showed that increases in precipitation resulted in higher, healthier birth weights.

Previous climate models suggest much of sub-Saharan Africa will feature hotter, drier weather, should climate change continue unfettered.

"Our findings demonstrate that in the very early stages of intra-uterine development, climate change has the potential to significantly impact birth outcomes," lead study author Kathryn Grace, a geography professor at Utah, said in a press release. "While the severity of that impact depends on where the pregnant woman lives, in this case the developing world, we can see the potential for similar outcomes everywhere."

Grace says efforts to provide resources to pregnant women in Africa's developing nations will be all for not if direct action isn't taken to slow climate change and protect the world's most vulnerable populations from its effects. Climate Change Affects Birth Weight of Babies

"At the end of the day, the services we invest in to support these developing countries won't reap the same level of benefits as long as climate change continues," Grace said. "Services such as education, clean water efforts and nutrition support won't be as effective. We need to work faster and differently to combat the evident stresses caused by climate change."

Earlier this week, new evidence linked lower birth weight to diminished levels of social trust -- the glue that psychologists and sociologists say holds society together. Taken together, the two studies suggest global warming could bring about a less trusting world.

EPA Sets Stricter Standards For Oil Refineries. The Environmental Protection Agency announced new rules Tuesday to reduce toxic air pollution from oil refineries by forcing operators to adopt new technology that better monitors and controls emissions.
The rules will require for the first time that refineries install air monitors along "fence lines" where pollution enters neighboring communities. The rules will serve as a kind of "neighborhood watch for toxic pollutants" near the nation's 140 petroleum refineries, including dozens across the coasts of Texas, Louisiana, Mississippi and <a href="https://www.earth.com/image/tornado-track-tuscaloosa-alabama/">Alabama</a>, McCarthy said. Refineries also are located near major cities such as Los Angeles, Philadelphia, New York and Chicago.
McCarthy called the rules a demonstration of the Obama administration's commitment to "environmental justice," noting that many people who live near refineries are poor, including a large percentage who are members of minority groups.
Announcement of the long-delayed refinery rule came as the EPA prepared to set new limits on smog-forming pollution linked to asthma and respiratory illness.
Facing a court-ordered deadline, the EPA is expected to act by Thursday to set a new ozone standard. Officials are expected to set a limit of 70 parts per billion or less in the atmosphere, down from the existing standard of 75.
A top EPA official said Tuesday the current ozone limit "is not adequate to protect the public health."
Janet McCabe, the EPA's top air regulator, told Congress that a new, stricter standard is needed to cut dangerous ozone pollution and prevent thousands of asthma attacks, emergency room visits and even premature deaths.
A new ozone standard, combined with greenhouse gas reductions mandated by a new rule limiting carbon pollution from coal-fired power plants, "will extend the trajectory of the last 40 years when we've cut air pollution 70 percent - all while our economy has tripled," McCabe said Tuesday at a Senate hearing.
Sen. James Inhofe, R-Okla., chairman of the Senate Environment and Public Works Committee, countered that a new ozone limit would likely have negligible environmental benefits and comes with huge economic costs. Instead of creating a job-killing mandate, the EPA should focus on helping counties across the nation that have not yet met the current standards, he said.
"A new standard at this time is not only irresponsible, but also impractical and economically destructive," Inhofe said.
The National Association of Manufacturers is leading opposition to the new rule and argues in TV ads that the current ozone rule works. The ad features a video clip of Obama saying at the White House last month that the U.S. has largely "solved" the smog problem since the days when thick air pollution in Los Angeles and other big cities made it difficult to breathe.
Obama made the comment - recalling his college days in Los Angeles - as he announced unprecedented carbon dioxide limits on coal-fired power plants, the biggest step taken by the U.S. on climate change.
"The president is right," the ad says. "The current ozone rule is working."
McCabe declined to specify what the new ozone limit will be, but assured senators that the standard will be based on the law, a thorough scientific review and recommendations from independent advisers.
Sen. Roger Wicker, R-Miss., said the EPA's plan could be disastrous for his state.
"We've got a regulation coming at states and consumers that is going to absolutely explode the price of power in our state," Wicker said, calling the EPA plan "unworkable."
Paul Billings, senior vice president of the American Lung Association, said EPA should not consider cost but instead focus on protection of the public's health and safety.
Once a standard is set that protects the public, then cost can be factored in, Billings said. The lung association has played a key role in development of ozone standards through a series of legal actions over the past two decades.
"Less smog means better health for all of us," Billings said.
Cutting ozone emissions to 70 parts per billion would cost industry about $3.9 billion in 2025, the EPA estimated.

The ground there is rising at a remarkable rate. Over the past decade, some areas have lifted about 20 centimeters, which translates to roughly 2 meters per century. This rate significantly exceeds current projections for sea level rise.



<h2 class="wp-block-heading" id="h-geological-rebound-process-through-climate-change">Geological rebound process through climate change</h2>



The mechanism behind this phenomenon is straightforward. As the ice sheet melts, the immense weight is removed from the bedrock, causing the land to rebound upward. This process resembles the way compressed material springs back when pressure is released.



<h2 class="wp-block-heading" id="h-scientific-monitoring-networks">Scientific monitoring networks</h2>



Researchers at the <a href="https://www.dtu.dk/english/" target="_blank" rel="noreferrer noopener">Technical University of Denmark</a> are documenting this uplift using the GNET network, consisting of 61 GPS stations positioned around Greenland's coast. These sensors can detect movement with millimeter precision, providing detailed measurements of the ongoing changes.



The data reveal that current uplift rates exceed the gradual rebound occurring since the last ice age ended approximately 12,000 years ago. This acceleration corresponds directly with increased ice sheet melting rates.



<h2 class="wp-block-heading" id="h-coastal-transformation">Coastal Transformation</h2>



This uplift is actively reshaping Greenland's coastline. New islands and rocky formations, called "skerries," are emerging as previously submerged land surfaces rise above the water level. This represents a notable contrast to global concerns about rising seas.

While clean rain has a pH of about 5.6, acid rain could drop as low as 4.2 to 4.4 – roughly as acidic as tomato juice or coffee. According to US Geological Survey documentation, Scottish chemist Angus Smith first coined "acid rain" in 1872, but it didn't become a household phrase until the 1960s and 1970s when Swedish scientist Svante Odén documented its devastating effects on Scandinavian lakes and European forests.

A new long-term study in Monkton, Vermont, reveals that wildlife tunnels significantly reduce amphibian road mortality during seasonal migrations. 



Frogs and salamanders often cross roads to reach breeding ponds each spring, but many are killed by vehicles. 



Researchers from the <a href="https://www.uvm.edu/" target="_blank" rel="noreferrer noopener">University of Vermont</a>, in collaboration with local citizens and the Vermont Agency of Natural Resources, installed two underpass tunnels in 2015. 



Over a 12-year monitoring period, they observed an 80.2% reduction in amphibian deaths, and up to 94% for non-climbing species like salamanders. 



The study used a before-after-control-impact design and documented more than 5,200 amphibians, highlighting the tunnels’ effectiveness even in nearby buffer zones.



Funded at $342,397 - far cheaper than wildlife crossings for large mammals - the project showcased the power of community-led conservation.



Local groups initiated the effort after observing mass amphibian deaths. Wildlife cameras later captured over 2,200 amphibians using a tunnel in just one spring, along with other species like raccoons and bobcats, indicating wider ecosystem benefits.



This marks the first peer-reviewed, long-term data set in the northeastern U.S. confirming amphibian-specific underpasses work. 



The study urges transportation departments to incorporate these designs into road planning and highlights how community action, thoughtful infrastructure, and persistence can make a real difference for biodiversity.

Probiotics - beneficial microbes that balance gut bacteria and aid digestion - are typically fragile and can be destroyed by stomach acid or processing. 



Prebiotics act as food for these microbes, helping them thrive. Together, they form "synbiotics," a powerful health combination.



Researchers Smriti Gaur and Shubhi Singh from India's Jaypee Institute of Information Technology took an innovative approach, using natural prebiotics like corn and honey instead of complex processing methods. 



They created five chocolate varieties: a control and four synbiotic versions containing different combinations of prebiotics, probiotics (Lactobacillus strains), and flavor enhancers (cinnamon or orange).



Laboratory simulations of human digestion showed the probiotics remained viable for over five hours, suggesting they could survive long enough to benefit gut health.



Taste tests were positive, with researchers particularly enjoying the orange-flavored variety, describing it as having "vibrant citrus notes" complementing the "rich cocoa" with a "luxurious" texture.



This research represents just the beginning. With further refinement of strains, textures, and flavors, chocolate could evolve beyond mere indulgence to become a functional food that nourishes while it delights.

“We need to double crop production by 2050 to feed a growing global population, and not only are we not on track to do that, but climate change is further complicating things,” said Amanda Cavanagh, a lecturer at the University of Essex. 



The study is part of Realizing Increased Photosynthetic Efficiency (RIPE), an international research project that aims to develop food crops that turn the sun’s energy into food more efficiently.



“Using an engineering approach we designed multiple alternative metabolic pathways to photorespiration. Testing them in the field showed increases in productivity which led Amanda to significantly move the project forward by showing our engineered plants can withstand pretty extreme temperature stress,” said study co-author and RIPE researcher Paul South.&nbsp;



“As the climate changes and temperature stresses increase the pressure on our global food supply, farmers will need every tool available including engineering approaches like the synthetic biology used here to maintain safe and productive harvests.”



The experts tested plants modified to have more efficient photorespiration to see if they were better adapted to warmer temperatures.&nbsp;



The team found that the engineered plants produced 26 percent more biomass than the wild-type plants exposed to the same temperatures, and had 15 percent less yield loss under the higher temperatures.

"The high spatial resolution (50 cm) combined with AI and field measurements used in this study is key to improving tree inventories in drylands," said Pierre Hiernaux, a French researcher working for NASA. "The ever-increasing availability of very high-resolution satellite imagery will make it possible to assess carbon pools and their dynamics at the individual tree level on a global scale."



"This study is exceptional because it is pioneering a type of approach that will revolutionize the monitoring of trees and forests on a global scale: in the short term, it will be possible to map the world's trees from the centre of the Amazon to our schoolyards," said <a href="https://www.inrae.fr/en">INRAE</a> researcher Jean-Pierre Wigneron.

"Though human activities, including agriculture, oil and natural gas production and use, and waste disposal, collectively contribute the majority of methane to the atmosphere, about a third of total methane emissions comes from wetlands."&nbsp;



According to NASA, understanding methane emissions from wetlands and other natural sources is critically important for scientists and policymakers who are working to combat climate change by reducing emissions from human activities.

Wetlands are a major source of methane emissions

Today’s Video of the Day from <a href="https://earthobservatory.nasa.gov/">NASA Earth Observatory</a> reveals the evolution of the Columbia Glacier in southeastern Alaska. Columbia is among the fastest shrinking glaciers in the world, and the video documents its rapid retreat over the years.&nbsp;



Columbia Glacier is a large, multi-branched calving glacier that flows out of the Chugach Mountains to the Prince William Sound.&nbsp;



According to USGS, Columbia had a long history of stability prior to 1980, with a length 41 miles, and small, short-lived advances or retreats.



In the years since 1980, however, satellite images have captured Columbia’s alarming retreat. By using false-color images, scientists can distinguish between snow and ice, open water, vegetation, and rocky debris on the glacier’s surface.



The series of false-color images featured in today's video were acquired over the span of 35 years. You can see that by 2021, the glacier’s main branch had retreated about 15 miles from its initial position.



The Columbia Glacier has also lost more than 50 percent of its volume, mostly due to calving. <a href="https://www.earth.com/video/nasa-reveals-3d-visual-of-an-atmospheric-river/">NASA</a> reports that while climate change likely started the retreat, mechanical processes kept the disintegration going.



The NASA images are provided by Jesse Allen, Robert Simmon, Joshua Stevens, and Lauren Dauphin using data from Landsat satellites, from the U.S. Geological Survey, and data from MODIS on NASA’s Terra satellite. The structure of Columbia’s moraine played a large role in the stability of the glacier before 1980. 



Like other tidewater glaciers, the Columbia built up a moraine over time, and the mixture of ice and rock functioned like a dam keeping out the sea. It was supported on one end by the shoreline and by the underwater terminal moraine at the other.

Today’s Video of the Day from the <a href="https://welcome.miami.edu/">University of Miami</a> Rosenstiel School of Marine and Atmospheric Science explores how changes in water temperatures have affected tiger shark habitats and movements in the North Atlantic Ocean. The study reveals that rising temperatures have caused the sharks to shift toward the poles over the past 40 years.



“Tiger shark annual migrations have expanded poleward, paralleling rising water temperatures,” explained study lead author Neil Hammerschlag. “These results have consequences for tiger shark conservation, since shifts in their movements outside of marine protected areas may leave them more vulnerable to commercial fishing.”



The researchers analyzed nine years of tracking data from satellite-tagged tiger sharks, combined with four decades of conventional tag and recapture data provided by National Oceanic and Atmospheric Administration (NOAA) Cooperative Shark Tagging Program.



The experts found that during the last decade of record heat, for every one-degree Celsius increase in water temperatures, tiger sharks migrated further poleward by over 400 kilometers. They also migrated two weeks earlier than usual to waters off the northeastern coast of the United States.



“Given their role as apex predators, these changes to tiger shark movements may alter predator-prey interactions, leading to ecological imbalances, and more frequent encounters with humans,” concluded Professor Hammerschlag.

Tiger sharks are shifting poleward as temperatures rise

Today’s Video of the Day from the <a href="https://www.esa.int/">European Space Agency</a> is focused on the melt ponds that emerge during the spring and summer on the Greenland Ice Sheet, which is the largest ice mass in the northern hemisphere.



"Melt ponds are vast pools of open water that form on both sea ice and ice sheets and are visible as turquoise-blue pools of water in this Copernicus Sentinel-2 image," says ESA.



"When snow and ice melts atop glaciers, water flows in channels and streams and collects in depressions on the surface. These melt ponds can speed up the melting of the surrounding ice since they greatly reduce the ice’s ability to reflect sunlight."



"This can create a positive feedback where an increasing number of melt ponds absorb more heat which causes ice cover to melt even faster."



According to ESA, Greenland has been hit with a late-season heatwave that began in early September. This caused the type of melt event that usually occurs in the middle of summer.



"In a recent paper published in Nature Climate Change, scientists found that major sea-level rise from the melting of the Greenland ice cap is now ‘inevitable’ even if the burning of fossil fuels were to halt overnight," says ESA. "Using satellite observations of Greenland ice loss and ice cap from 2000 to 2019, the team found the losses will lead to a minimum rise of 27 cm regardless of climate change."

Today’s Video of the Day from the <a href="https://www.esa.int/">European Space Agency</a> describes how Earth is unique in our solar system for its ability to sustain liquid water on its surface. But now, the water cycle is shifting as the climate warms, and scientists must find ways to predict how these changes will affect water availability.



Overall, 96 percent of Earth's water is saltwater, and nearly all of freshwater is found in ice and groundwater. These sources of water are linked as it passes through solid, liquid and gas phases.



In a warmer climate, the water cycle will be transformed. It will be easier for water to evaporate and form clouds, and storms will become more frequent and intense. Some regions will get too much water, while others will be left without enough water. In addition, soil moisture will be lost - which threatens food security.



Scientists are using satellite data from over the last 40 years to track changes that are happening in the water cycle. This will ultimately help us prepare for extreme events and better manage our water resources, according to ESA.

Today's Video of the Day from <a href="https://www.nasa.gov/goddard">NASA Goddard Space Flight Center</a> features images of Saturn from NASA’s Hubble Space Telescope. The photographs capture the start of the mysterious "spoke season" on Saturn - when unexplained features appear on its rings. 



According to NASA, both the cause of the spokes and their seasonal variability have yet to be fully explained by planetary scientists.



"Like Earth, Saturn is tilted on its axis and therefore has four seasons, though because of Saturn's much larger orbit, each season lasts approximately seven Earth years. Equinox occurs when the rings are tilted edge-on to the Sun," explains NASA.



"The spokes disappear when it is near summer or winter solstice on Saturn. (When the Sun appears to reach either its highest or lowest latitude in the northern or southern hemisphere of a planet.) As the autumnal equinox of Saturn's northern hemisphere on May 6, 2025, draws near, the spokes are expected to become increasingly prominent and observable."



Experts believe that the spokes may be a product of the planet's variable magnetic field. When magnetic fields interact with solar wind, an electrically charged environment is created. This phenomenon is visible on Earth as the northern lights.&nbsp;



"Scientists think that the smallest, dust-sized icy ring particles can become charged as well, which temporarily levitates those particles above the rest of the larger icy particles and boulders in the rings," says NASA.



The spokes were first observed in the early 1980s by NASA's Voyager mission. Depending on the angle of the rings, the spokes can appear dark or light.



"Thanks to Hubble's OPAL program, which is building an archive of data on the outer solar system planets, we will have longer dedicated time to study Saturn’s spokes this season than ever before," said NASA senior planetary scientist Amy Simon, head of the Hubble Outer Planet Atmospheres Legacy (OPAL) program.



"Despite years of excellent observations by the Cassini mission, the precise beginning and duration of the spoke season is still unpredictable, rather like predicting the first storm during hurricane season."

Mysterious "spoke season" captured on Saturn

Today’s Video of the Day from <a href="http://www.ntu.edu.sg/">NTU Singapore</a> reveals that some plants can remove toxic heavy metals from soil.&nbsp;



The researchers analyzed samples of various tropical plant species to test for levels of heavy metals and metalloids. The study showed that there are existing plants with high levels of these contaminants, which means that these species are great candidates for drawing pollutants out of the soil.&nbsp;



Among the plants examined in the study, 12 species had accumulated several types of heavy metals and metalloids. These plants are widely available, including species that are native to Singapore.



“In a small nation like Singapore, land may be repurposed to support new development plans, so it is important that we have a green and sustainable way to remediate land that is contaminated," said Professor Lam Yeng Ming.



"We set out to uncover how to better make use of tropical plants to do phytoremediation and through advanced characterization techniques, we showed how some of these tropical plant species can be an environmentally friendly and literally a 'green' way to remove contaminants in soil."&nbsp;



"Phytoremediation also has benefits of cost effectiveness, simplicity of management, aesthetic advantages, and long-term applicability and sustainability. The strategy prevents erosion and metal leaching by stabilizing or accumulating heavy metals, so that helps reduce the risk of contaminant spread.”

In the 20th century, chemical companies developed thousands of herbicides. The most commonly used herbicide was glyphosate, which was introduced in 1974.



Over the past few decades, dozens of species of weeds have evolved resistance to glyphosate. Depending on the site of action, the part of the plant that an herbicide interacts with, weeds may even be resistant to herbicides that have not been developed yet.&nbsp;



With increasing resistance to glyphosate and other herbicides, weeds are - once again - becoming a major concern for farmers.&nbsp;

Weeds are becoming increasingly resistant to herbicides

Today’s Video of the Day from the <a href="https://www.jpl.nasa.gov/">NASA Jet Propulsion Laboratory</a> (JPL) describes a dust storm on Mars that was nearly twice the size of the United States. As the storm covered the southern hemisphere of the planet, some of NASA’s explorers had to delay their normal activities.



NASA’s Insight lander put itself in a "safe mode" for 11 days to conserve battery power because solar power was disrupted by the dust. The Ingenuity Mars Helicopter postponed flights until conditions improved.



"A fleet of NASA orbiters monitor Martian dust storms like this one and serve as lifelines to Earth by relaying data from the rovers and lander on the ground back to the team. This includes the Mars Reconnaissance Orbiter, MAVEN, and Odyssey," reports JPL.



"Dust storms like this recent one start close to the ground and are spread by wind as they rise – warming the cold Martian atmosphere."



The images in the video were captured by NASA’s Curiosity as the dust rolled in. A fleet of orbiters monitored the dust storm from above, relaying data from Mars’ explorers back to scientists on Earth.
